All over the Netherlands there are organizations that stand up for the most vulnerable children. Youth Care Netherlands (Jeugdzorg Nederland) is the trade organization of these organizations. Unfortunately, several members of Youth Care Netherlands have dealt with a data breach, where confidential data was freely accessible. A real nightmare. One thing was certain: something had to be done about their way of securing information. With the support of the Ministry of Health, Welfare and Sport, Youth Care Netherlands and members of Youth Care Netherlands set up various pilots in 2022-2023.

Sterk Huis, the Mutsaersstichting and Combination Youth Care (Combinatie Jeudgzorg) participated in a pilot which focused on the human factor in information security. They wanted to increase knowledge and awareness. Bart Aerdts, information manager at Combination Youth Care, searched for a complete security awareness package for Youth Care Netherlands. A package that would turn things around: Infosequre's security awareness package.

Security awareness package addresses the pain points at Youth Care Netherlands

To develop an appropriate awareness program and tackle the pain points, Youth Care Netherlands and Infosequre jointly identified the most important risks within Youth Care Netherlands. The pain points that could lead to a data breach are:

  • Cyberattacks: such as ransomware attacks, phishing emails, malware and denial-of-service (DoS) attacks
  • Weak passwords
  • Lost or stolen devices
  • Unintentional actions
  • Unsecured networks
  • Unpatched software
  • Improper management of access rights to company systems
  • Inadequate physical security

A successful security awareness package consists of several ingredients: training, testing and measuring and securing safe behavior.

Training, testing and measuring
Youth Care Netherlands and Infosequre identified the employees who have access to sensitive information and/or work with (digital) systems. The awareness program was then rolled out to all employees to create awareness. The most common threats are covered in the program:

Securing safe behavior
Youth Care Netherlands provides incentives to employees, who actively contribute to data security. Rewarding this behavior has already shown its positive impact. That's how Youth Care Netherlands wants to prevent data breaches in the future.
